I don't know if it's the best but my friend went with Transtupuerto (you'll find it on Paseo Colon) on a trip to some of the closest islands like Chimanas and Las Borrachas. He paid about $8 for it. I heard that they had complete day tours around the islands with snorkeling (but I didn't have enough money!!:(((()
